What is Portomaso, and what makes it different from other Malta SDAs?
Portomaso is a self-contained marina development on Spinola Bay, St Julian's — one of the original SDAs, opened in 1999. It combines low-rise residential blocks with a private deepwater marina of around 110 berths, the Hilton Malta hotel, a casino, and the 23-storey Portomaso Business Tower (completed 2001). It's the only Maltese SDA with its own deepwater marina.
Portomaso was approved as one of the original SDA developments in the mid-1990s and was the project that proved the SDA concept could attract international buyers. The first residential phases and the Hilton Malta opened in 1999; the Business Tower was completed in 2001.
The differentiators against other Malta SDAs:
- Private marina. The only Maltese SDA with its own deepwater marina (~110 berths per Boatcare Ltd, the marina operator). Berths trade separately from apartments.
- Hotel on site. The Hilton Malta is part of the complex — useful for visiting friends and for resale narrative.
- Low-rise. Unlike Fort Cambridge or Mercury Towers, Portomaso is mid- to low-rise. Most apartments have direct waterfront or pool views.
- Mature ownership. 25+ years of resale history makes pricing predictable and the secondary market liquid.
Can a non-EU citizen buy at Portomaso?
Yes — Portomaso has full SDA status, which means no AIP (Acquisition of Immovable Property) permit is required regardless of buyer nationality. You can buy as a US, UK (post-Brexit), Chinese, or most other foreign nationals, with no cap on the number of properties. Note that Russian and Belarusian nationals are currently barred from Malta's residency-by-investment programmes; check current sanctions before relying on SDA for residency.
For non-EU nationals, Portomaso is one of Malta's most accessible property markets. The standard AIP process — required for non-EU purchases outside SDAs — restricts buyers to one residential property (which cannot be rented out) and the MTCA aims to issue the permit within 35 days, though 4–8 weeks is typical in practice. None of that applies inside Portomaso.
Practical buying flow for a non-EU national:
- Engage a Maltese notary. Required for any property transaction in Malta.
- Sign preliminary agreement (konvenju). 10% deposit; the standard term is 90 days, extendable by mutual agreement up to six months.
- Notary searches title. Verifies SDA status, planning permits, and absence of encumbrances.
- Final deed. Balance paid, stamp duty settled (5% for SDA — no UCA discount applies), keys handed over.
Many Portomaso buyers also apply for residency under the Malta Permanent Residence Programme (MPRP); SDA property purchases remain qualifying investments under the current programme rules (most recently amended by Legal Notice 146 of 2025). What are Portomaso's service charges and what do they cover?
Service charges at Portomaso typically run €3,500–€6,000 per year for an apartment, depending on size and amenity inclusion. The charge covers communal pool, gym, marina pontoon maintenance, 24/7 security, concierge, lift servicing, building insurance, and management. Pool/gym is fully accessible to all residents.
Portomaso’s service charge is at the higher end of the Maltese SDA market, but it covers a genuinely full-service complex. The line items typically include:
- Communal pool and pool-deck maintenance.
- Fully-equipped residents' gym.
- Marina pontoon and communal facilities (berths billed separately).
- 24/7 manned security and access control.
- Concierge desk in the residential lobbies.
- Lift servicing across all towers.
- Building insurance and exterior maintenance.
- Management company fees.
Marina berths are owned separately and carry their own annual fee (typically €4,000–€12,000 depending on length). A berth substantially boosts an apartment’s resale price and rental appeal.
What rental yields can I expect at Portomaso?
Gross rental yields at Portomaso typically run 4.5–6% for long-let, and 6–9% for short-let (Airbnb-style), depending on the apartment's view and finish level. Net yields after service charges are roughly 1.5–2 percentage points lower. Demand is strongest from corporate tenants relocating to Malta and from short-let operators.
Portomaso has one of the most predictable rental markets among Maltese SDAs because the development is mature and the tenant pool is well-established. Three demand streams to be aware of:
- Corporate long-let. Expat executives relocating to Malta for iGaming, financial services, or maritime — typically 12-month leases at €2,500–€4,500/month for a 2-bed.
- Short-let. Tourists and business visitors — premium nightly rates due to the marina/hotel setting. Subject to MTA licensing.
- Seasonal lets. Summer-only owners letting their unit October–May to defray service charges.
Always factor service charges (€3,500–€6,000/year) and berth fees if applicable into the net-yield calculation.
