Promise-of-sale agreements lead final deeds by about six months — what's signed today becomes a registered deed roughly half a year later. Monthly NSO data (NR-142) shows both lines on the same chart, so the gap on the right of the chart is what's still in the pipeline.

In the last 12 months, 13,590 final deeds of sale were registered across Malta and Gozo. Quarterly volumes come from the Commissioner for Revenue and are published by NSO; the chart below covers every full quarter we have so far.

The average declared sale price in Malta is €307,940 over the last 12 months. Declared values are recorded on the final deed of sale — what the buyer actually paid, not what the seller asked.
St Paul's Bay leads by volume, followed by the rest of the Northern Harbour and Northern districts. NSO publishes per-locality deed counts; per-locality declared values are not released, so the table below is counts + share.

Malta's NSO Residential Property Price Index (2015 = 100) is up 6.1% year-on-year at 2026-Q1. The long-term chart below shows three series: the overall RPPI, apartments, and maisonettes.
Final deed counts and declared values come from NSO Malta's quarterly Property Transactions release (sourced from Commissioner for Revenue records). The Residential Property Price Index is a separate quarterly NSO release (hedonic method, 2015 = 100). This page refreshes within a week of each NSO release.

Common questions
The average declared transaction price published by NSO Malta is the most reliable measure. It reflects the actual amount written on the final deed of sale, not what sellers ask. The KPI tiles at the top of this page show the latest figure for the most recent 12-month period.
Transaction volumes and declared prices come from NSO Malta's quarterly property market reports and the Commissioner for Revenue's annual property transfer statistics. The year-on-year price change comes from the Central Bank of Malta's hedonic property price index. The asking-price comparison comes from Pedament's own active-listings database, which aggregates 15+ Malta estate agencies.
The asking price is what an agent advertises a property at. The declared sale value is what the buyer and seller record on the final deed of sale, which is what actually changed hands. Across Malta, declared values run on average around 6 to 10% below asking prices, and this gap widens or narrows depending on market conditions.
NSO Malta publishes quarterly. Pedament re-imports each release within a few days of publication. The 'data as of' stamp in the page header shows the latest covered period.
Two reasons: buyers negotiate, and high-end listings skew asking-price averages disproportionately. The median is a more representative measure for typical buyers, and most NSO releases include it alongside the average.
